Industrial hemp is illegal in the Marshall Islands. Title 41 of the Revised Code controls Cannabis sativa L. without a low-THC carve-out, and no industrial hemp licensing scheme exists.
The country's coral atoll geography, with limited soil and arable land, has not driven any policy interest in hemp cultivation. Hemp seeds, fiber, and finished hemp foods cannot be lawfully imported. The Ministry of Natural Resources and Commerce has no licensing framework for cannabis-family crops. Marshall Islands Customs treats hemp materials identically to cannabis under Title 41.
