Samoa's Narcotics Act 1967 makes it an offence under section 6 to cultivate a prohibited plant or to possess the seed of a prohibited plant, punishable by up to 14 years' imprisonment; non-wilful offences attract lesser fines or up to two years. Cannabis is classified as a Class B narcotic, and a licence granted by the Chief Executive Officer is the only statutory defence for seed possession. No hemp licensing has been implemented in practice, so low-THC seed remains equally prohibited.
