Automate Compliance TodayCuraçao's Opiumlandsverordening 1960 (P.B. 1960 no. 65) defines 'hennep' in Article 1(j) as the flowering or fruiting tops of the cannabis plant 'met uitzondering van de zaden' (with the exception of the seeds), so bare viable seeds are not a scheduled substance under the Article 4 possession and import bans. Article 2a nonetheless prohibits cultivation of any plant of the genus Cannabis, so germinating a seed is a crime punishable under Article 11. No provision expressly regulates seed sale or transfer, and unlike the Netherlands there is no established tolerance practice, leaving seed transactions legally untested. Cannabis cultivation is possible only under a ministerial licence (Articles 7-8) for medicinal or scientific purposes; there is no industrial hemp programme.
