The Dangerous Drugs (Amendment) Act, 2019 (Act No. 24 of 2019) decriminalised possession of up to 30 grammes and permits an adult to cultivate up to four cannabis plants at their residence. The Act's definition of cannabis expressly includes seeds but carves out seeds incapable of germination, so viable seed is treated as cannabis while sterilised seed products are not. The Cannabis Control Act, 2022 (Act No. 10 of 2022) established the Trinidad and Tobago Cannabis Licensing Authority to license cultivation, import and sale, including hemp, but a retail seed market has not yet materialised under it. Growing more than four plants exposes a person to a TT$750,000 fine and ten years' imprisonment.
