Yemen's Law on the Control of Illicit Trafficking and Abuse of Narcotics and Psychotropic Substances (1993) prohibits cannabis in all forms, and Article 34 imposes the death penalty or twenty-five years' imprisonment on anyone who owns, possesses, purchases, sells, transports or offers a narcotic substance with trafficking intent. The country's tolerance of khat, a domestically legal stimulant crop, has never extended to cannabis or its seeds. No hemp cultivation or medical programme exists, and there is no lawful channel for acquiring viable seed. Enforcement capacity varies amid the ongoing conflict, but the statutory prohibition is unchanged.
