CBD is illegal in Yemen. Law No. 3 of 1993 treats cannabis derivatives the same as cannabis flower; the Supreme Board of Drugs and Medical Appliances (SBDMA) has not registered any cannabidiol product.
Imports of CBD oils, tinctures, and cosmetics are intercepted at Aden International Airport by the Customs Authority and at Hodeidah port. The Yemeni Pharmacopoeia, maintained by SBDMA under the Medicines Act, does not list CBD. Pharmaceutical Epidyolex is not on the Essential Medicines List, and prescription channels are unavailable. Travelers carrying CBD risk seizure and prosecution under Article 35 of the narcotics law.
