Industrial hemp is illegal in Yemen. Law No. 3 of 1993 makes no distinction between low-THC and high-THC Cannabis sativa, and the Ministry of Agriculture and Irrigation has not issued cultivation licenses.
Hemp seed, hemp protein, and hemp fibre imports are classified as cannabis derivatives by Yemeni Customs and held at port. The 2008 Plant Health Law and its implementing regulations administered by the General Department of Plant Protection do not permit Cannabis sativa importation. The Yemen Standardization, Metrology and Quality Control Organization (YSMO) has not published a hemp food standard.
