Federal hemp redefinition now lands in two steps: November 12 for lab-made cannabinoids, December 11 for the rest

Public Law 119-103, signed September 2, 2026, delays most of the federal hemp redefinition in section 781 of Public Law 119-37 until December 11, 2026. Until then the new definition applies only to products made with cannabinoids the cannabis plant cannot naturally produce, so that exclusion still starts on the original date of November 12, 2026. On December 11, 2026 the rest takes effect: hemp is measured by total THC including THCA, intermediate and final hemp products are capped at 0.4 milligrams of total THC per container, and naturally occurring cannabinoids made outside the plant are excluded. States keep their own rules on top of the federal definition, so the date that matters for a given product can be earlier where a state has already acted.
