Law No. 61/2023 created a licensing regime overseen by the National Cannabis Control Agency (NACC) under which industrial cannabis licences, valid five years, expressly cover the import of seeds or seedlings and their reproduction, while medical cultivation is licensed primarily for export. Outside that regime, Article 283 of the Criminal Code criminalises the sale, giving, distribution, transport and keeping of narcotic substances and of seeds of narcotic plants, with 5–10 years' imprisonment — so gratuitous transfer of seeds is caught just like sale. Possession of small cannabis quantities for personal use may be handled administratively, but no personal allowance for viable seed acquisition or home growing exists.
