Is marijuana legal in Thailand?
No for recreational use. Cannabis in Thailand is medical-only in 2026, and the rules tightened again in April.
Is CBD legal in Thailand?
CBD products containing less than 0.2% THC by weight are legal in Thailand without a prescription and may be sold in pharmacies, wellness shops, convenience stores, and online. CBD extracts at or above the 0.2% THC threshold remain Category 5 narcotics and require full narcotics licensing.
Is hemp legal in Thailand?
Thai law defines hemp as cannabis plants with THC content not exceeding 1.0% by dry weight in the leaves and flowering tops, distinguishing it from higher-THC cannabis. Cultivation, processing, and sale of hemp require licenses issued by the Thailand FDA under the 2020 Hemp Ministerial Regulation.
Can you travel to Thailand with cannabis or CBD?
Import and export of cannabis and hemp extracts are governed by the Ministerial Regulation on Category 5 Narcotics (Cannabis or Hemp Plant Extracts) B.E. 2569 (2026), published in the Royal Gazette on 26 March 2026 and effective 26 April 2026. CBD isolate and finished CBD products with under 0.2% THC may be imported and exported with Thai FDA product registration and standard customs documentation.

Cannabis was removed from Thailand's narcotics schedules in June 2022, and the June 2025 re-restriction declared only cannabis flower a controlled herb under the Protection and Promotion of Thai Traditional Medicine Knowledge Act B.E. 2542 (1999), leaving seeds, leaves, stems and roots outside control. Seeds may therefore be sold, bought and gifted domestically, though import or export of propagating material requires Department of Agriculture permission and growers must still register cultivation. An April 2026 ministerial regulation tightened commercial licensing for controlled-herb activities but did not reschedule seeds.
