Under the Consumer Cannabis Act (KCanG), part of the CanG in force since 1 April 2024, handling cannabis seeds is permitted where they are not destined for unlawful cultivation, and section 4 allows adults to import seeds from EU member states, including by mail order, for private home cultivation of up to three plants. Licensed cultivation associations (Anbauvereinigungen) may propagate and supply seeds and cuttings for home growing, but Germany has not authorized a general domestic retail market, and transferring cannabis outside these channels remains prohibited, so private gifting sits in a restricted zone. Commercial hemp continues to rely on EU-catalogue certified varieties (up to 0.3% THC), with the CanG easing prior restrictions for farmers; the framework remained in force in 2026 despite political debate after the federal elections.
