Iowa Code § 124.101 defines marijuana as all parts of the genus Cannabis including 'the seeds thereof,' and § 124.401 criminalizes possession and distribution; Iowa has no adult-use program and its medical cannabidiol program (ch. 124E) allows no home cultivation. The Iowa Hemp Act carves hemp seed out of the marijuana definition only when it is 'delivered for planting at a licensed crop site' by a person holding an IDALS hemp license under Iowa Code ch. 204, so unlicensed possession of viable seed — even genetically hemp — risks prosecution as marijuana.
