Stat. § 35-7-1031, and the state has layered on bans of intoxicating hemp derivatives (2023 delta-8 ban; 2024 SF0032 restrictions). The hemp exception at § 35-7-1063 covers 'all parts, seeds and varieties' of cannabis at ≤0.3% THC with no synthetics, but planting hemp seed lawfully requires a Wyoming Department of Agriculture hemp license under the state's USDA-approved plan (§ 11-51-101 et seq.). No Wyoming authority recognizes a collectible-seed exception for marijuana genetics.
