Alaska legalized adult use in 2014, and AS 17.38.020 lets adults 21+ possess, grow up to six plants (three mature), and transfer up to one ounce or six immature plants to another adult without remuneration — 'marijuana' as defined in AS 17.38.900 includes seeds. Licensed retail marijuana stores and cultivation facilities operate under 3 AAC 306 and may lawfully supply seeds and clones within the tracked system. Growing industrial hemp requires annual registration with the DNR Division of Agriculture under AS 03.05.076 and 11 AAC 40 (effective Nov. 3, 2023), but hemp seed itself is not contraband.
