Is marijuana legal in Vietnam?
No, weed is strictly illegal in Vietnam for every purpose, and the penalties are among the harshest in the world. Cannabis is a Schedule I narcotic under the Law on Drug Prevention and Control (Law No. 73/2021/QH14), and the 2015 Penal Code criminalizes cultivation, possession, transport, and trading in Articles 247 through 252.
Is CBD legal in Vietnam?
CBD is effectively illegal in Vietnam. The country has not separated cannabidiol from the broader cannabis ban, so any product derived from Cannabis sativa, including isolates marketed as THC-free, falls inside the Schedule I scope set by the Ministry of Health and enforced through the Ministry of Public Security.
Is hemp legal in Vietnam?
Industrial hemp is illegal at the commercial level in Vietnam. The country does not distinguish hemp from marijuana by THC concentration in its statutory framework.
Can you travel to Vietnam with cannabis or CBD?
All cannabis import and export is prohibited and prosecuted as transport or trading under Articles 250 to 251 of the Penal Code. Import and export of CBD products is prohibited.

Vietnam's Penal Code 2015 (amended 2017) and the Law on Drug Prevention and Control No. 73/2021/QH14 prohibit cannabis absolutely, and seeds are counted within offence weight tiers, with the largest quantities of leaves, stems and seeds exposing offenders to life imprisonment. There is no collector or souvenir exemption, and customs routinely seizes mailed seeds. Industrial hemp exists only under narrow state-controlled licensing that is not accessible to individuals.
