Vermont adults 21+ may cultivate two mature and four immature plants per household under 18 V.S.A. § 4230e, and transfers of cannabis without remuneration between adults are lawful. On the commercial side, 7 V.S.A. ch. 33 lets small direct-market cultivators (since Nov. 1, 2023) sell seeds and immature plants they produced directly to consumers, and propagation cultivator licensees may sell cannabis seeds meeting the federal hemp definition to licensees or to the public, with retailers handling seeds under § 904. Vermont sunset its state hemp program Dec. 31, 2022, so hemp cultivation now requires a USDA producer license, though hemp seed itself is freely sold and possessed.
