Is marijuana legal in Ireland?
No, cannabis is illegal in Ireland for recreational use, and possession of any amount is a criminal offense. Cannabis is a controlled drug under the Misuse of Drugs Acts 1977 to 2016, with cannabis-specific fines starting at EUR 1,000 for a first possession conviction and prison exposure for repeat offenses.
Is CBD legal in Ireland?
CBD is legal in Ireland subject to two conditions: (1) the product must contain no detectable THC (the HPRA position is that any presence of THC brings the product within the Misuse of Drugs Act 1977), and (2) ingestible CBD products are classified as novel foods under EU Regulation 2015/2283 and require pre-market authorisation from the European Commission before being placed on the market.
Is hemp legal in Ireland?
Industrial hemp cultivation is legal in Ireland under licence from the HPRA, issued under the Misuse of Drugs Act 1977 and the Misuse of Drugs Regulations 2017 (SI 173/2017).
Can you travel to Ireland with cannabis or CBD?
Cannabis import and export are prohibited without a licence. CBD products containing no THC may be imported into Ireland without a controlled-drug licence but must comply with novel food authorisation requirements (currently unauthorised for ingestibles), FSAI labelling rules, and EU Cosmetics Regulation where applicable.

The Misuse of Drugs Acts 1977–2016 define cannabis so as to exclude seeds separated from the rest of the plant, meaning possession, sale or gifting of ungerminated cannabis seeds is not an offence in Ireland. Germinating seeds amounts to unlawful cultivation of cannabis under section 17 of the 1977 Act unless the grower is licensed. Industrial hemp may be cultivated only under a licence processed by the Health Products Regulatory Authority (HPRA) on behalf of the Department of Health, using EU-approved low-THC varieties, and licence holders must destroy the leaf and flower.
