Greek drug Law 4139/2013 criminalizes cannabis cultivation and trafficking but does not expressly schedule ungerminated seeds, and no tolerated collector-seed market has developed, so private sale and possession of viable marijuana seeds sit in an unregulated gray area with real prosecution risk if cultivation intent is shown. Industrial hemp is lawful under the framework accompanying Law 4523/2018, with growers licensed by the Ministry of Rural Development and Food and required to sow EU common-catalogue varieties containing less than 0.2% THC. Medical cannabis cultivation, including seed sourcing, is reserved to enterprises licensed under Law 4523/2018.
