Greek drug Law 4139/2013 criminalizes cannabis cultivation and trafficking but does not expressly schedule ungerminated seeds, and no tolerated collector-seed market has developed, so private sale and possession of viable marijuana seeds sit in an unregulated gray area with real prosecution risk if cultivation intent is shown.
