Oklahoma has no adult-use program; under SQ 788 (63 O.S. § 420 et seq.) a licensed patient may grow six mature plants and six seedlings, and OMMA-licensed dispensaries may sell seeds and seedlings — but only to patient/caregiver license holders and other licensees. Unlicensed individuals possessing viable marijuana seeds face controlled-substance exposure, and nothing in the statute or OMMA rules (OAC 442:10) authorizes even free patient-to-patient transfers, which constitute unlawful distribution. Hemp seed is lawful under the ODAFF industrial hemp program, with a producer license required to plant.
