Viable hemp seed may be acquired and planted only by growers licensed by the Kansas Department of Agriculture under the Commercial Industrial Hemp Act, K.S.A. 2-3901 et seq.; 2025's SB 292 tightened hemp product rules without liberalizing seed access.
