The Law on Drug Control (2012, amended 2020) lists cannabis as a Group I narcotic; Articles 40–41 impose 2–5 years for personal-use possession and Article 42 imposes 5–10 years for cultivation, which is what viable seeds enable. Seeds are not named as a separate scheduled substance, but selling or transferring them feeds into criminalised cultivation and supply conduct, and no exemption for seeds exists in the statute. The famous happy-pizza tolerance in Phnom Penh and Kampot reflects discretionary non-enforcement, not legality, and no government hemp pilot or licensing framework could be verified as of mid-2026.
