Is marijuana legal in Panama?
Recreational marijuana is illegal in Panama. Medical cannabis is legal under Law 242 of October 13, 2021, which created the regulatory framework for medicinal and therapeutic use.
Is CBD legal in Panama?
CBD is regulated as a medicine in Panama, not as a consumer wellness product. Under Law 242 of 2021 and Executive Decree 25 of 2024, cannabidiol falls inside the medical cannabis framework administered by the Ministry of Health (MINSA).
Is hemp legal in Panama?
Industrial hemp does not have a dedicated legal framework in Panama. Law 242 of 2021 and Executive Decree 25 of 2024 address medical cannabis but do not create a separate agricultural hemp regime distinct from the controlled-substance schedules.
Can you travel to Panama with cannabis or CBD?
Imports and exports of medical cannabis are restricted to entities holding MINSA licenses under Law 242 and Decree 25. CBD imports require a MINSA license and product-level sanitary registration with the DNFD.

Law 242 of 13 October 2021 legalized medicinal cannabis and subjects the import, cultivation, acquisition and marketing of cannabis seeds and plants to licences granted only to legal entities registered in Panama, with the Ministry of Agricultural Development (MIDA) controlling authorizations for seeds destined for planting. Law 464 of 2025 recognized hemp at up to 1% THC and legalized hemp-derived CBD, again through regulated channels. Unlicensed purchase, possession or gifting of viable seed remains punishable under the Penal Code's drug provisions, and there is no recreational market.
