Turkey's 2016 Hemp Cultivation and Control Regulation permits hemp growing for fibre, seed and stalk in 19 designated provinces under Ministry of Agriculture and Forestry permits valid for up to three years, using controlled low-THC seed supplied within the permit system. Unauthorized cultivation is criminal under Law No. 2313 on the Control of Narcotic Substances, and importing viable cannabis seeds is prohibited, with intercepted postal shipments risking drug-trafficking charges. A 2025 legislative amendment allowed pharmacy sales of cannabis-derived products under 0.3% THC but created no private market in viable seeds.
