Is marijuana legal in Turkey?
Recreational cannabis is illegal in Turkey. The Turkish Penal Code (Turk Ceza Kanunu, Law No. 5237) treats cannabis as a controlled narcotic alongside heroin and cocaine, and prosecutors charge offences under Articles 188 and 191.
Is CBD legal in Turkey?
CBD is not sold as an over-the-counter consumer product in Turkey. The Ministry of Health (Saglik Bakanligi) and its medicines regulator, the Turkish Medicines and Medical Devices Agency (TITCK), classify cannabidiol-containing preparations as controlled medicines.
Is hemp legal in Turkey?
Industrial hemp, known locally as kenevir, is a historic Turkish crop and is legal to cultivate under licence.
Can you travel to Turkey with cannabis or CBD?
Import and export of cannabis for non-medical purposes is prohibited and prosecuted under Article 188(1) of the Penal Code, with sentences starting at 20 years imprisonment. Personal import of CBD products is not permitted.

Turkey's 2016 Hemp Cultivation and Control Regulation permits hemp growing for fibre, seed and stalk in 19 designated provinces under Ministry of Agriculture and Forestry permits valid for up to three years, using controlled low-THC seed supplied within the permit system. Unauthorized cultivation is criminal under Law No. 2313 on the Control of Narcotic Substances, and importing viable cannabis seeds is prohibited, with intercepted postal shipments risking drug-trafficking charges. A 2025 legislative amendment allowed pharmacy sales of cannabis-derived products under 0.3% THC but created no private market in viable seeds.
