Washington legalized adult use in 2012 but still bans recreational home cultivation — growing remains a class C felony, and 2026's SB 6204 (six plants per adult, 15 per household) was shelved in Senate Rules before the February 2026 cutoff. Seeds circulate only inside the licensed system: RCW 69.51A.250 lets registered medical patients and cooperatives purchase plants and seeds from licensed producers and grow at home (4–15 plants depending on authorization), while recreational consumers' possession allowances under RCW 69.50.360 do not include seeds, so buying or gifting viable seeds outside these channels is unlawful. Hemp cultivation requires a WSDA license under RCW ch. 15.140.
