The Narcotic Drugs and Psychotropic Substances Law of 1977 classes cannabis as a Class B substance, and Cypriot practice treats selling, buying, importing or possessing viable cannabis seeds outside licensed channels as illegal, with possession penalties reaching eight years. The 2019 medical cannabis amendment and the Medical Cannabis Regulations (RAA 73/2019) allow cultivation, import and export of cannabis, including propagation material, only for licensed medical and research operators. Industrial fibre hemp may be grown under a national licence using certified EU-catalogue varieties; no collectible-seed tolerance comparable to other EU states was found.
