Licensed marijuana establishments may sell seeds, though in practice most Arizona consumers buy from seed banks, which is lawful for personal cultivation. Hemp cultivation and hemp nursery/propagation activity require licensing from the Arizona Department of Agriculture under A.R.S. § 3-311 et seq., but consumer possession of viable seed is not restricted.
