Croatia's Act on Combating Drug Abuse, amended in 2019, moved industrial hemp (up to 0.2% THC) under the Ministry of Agriculture, and registered farmers may grow EU-catalogue varieties. Growing or selling high-THC cannabis remains a felony carrying a minimum three-year sentence, and no collector-seed tolerance comparable to neighbouring markets has been documented. Seed-specific provisions could not be verified from primary sources, so the status of viable high-THC seed sale and possession is treated as unclear.
