Recreational cannabis is illegal in Croatia. The Act on the Suppression of Drug Abuse (Zakon o suzbijanju zlouporabe droga, NN 107/01 with subsequent amendments) classifies cannabis, cannabis resin, and THC as controlled narcotic substances.
Is CBD legal in Croatia?
CBD is legal to sell and possess in Croatia when derived from EU-approved industrial hemp varieties listed in the Common Catalogue and containing no more than 0.3% THC.
Is hemp legal in Croatia?
Industrial hemp cultivation is legal in Croatia under the Ordinance on the Conditions for Cultivation of Industrial Hemp (Pravilnik o uvjetima za uzgoj industrijske konoplje, NN 18/2019) issued under the Act on the Suppression of Drug Abuse.
Can you travel to Croatia with cannabis or CBD?
Import and export of cannabis for medical or scientific purposes require authorisation from the Ministry of Health and HALMED in line with the 1961 Single Convention on Narcotic Drugs. Intra-EU movement of compliant CBD goods follows free movement of goods principles after the Kanavape ruling (C-663/18, November 2020).

Croatia's Act on Combating Drug Abuse, amended in 2019, moved industrial hemp (up to 0.2% THC) under the Ministry of Agriculture, and registered farmers may grow EU-catalogue varieties. Growing or selling high-THC cannabis remains a felony carrying a minimum three-year sentence, and no collector-seed tolerance comparable to neighbouring markets has been documented. Seed-specific provisions could not be verified from primary sources, so the status of viable high-THC seed sale and possession is treated as unclear.
