Under NRS 678D.200, adults 21+ are shielded for possession and delivery without remuneration of cannabis within personal limits (raised to 2.5 oz flower by SB 277 of 2023), and 2025's SB 168 expressly authorized licensed cultivation and production facilities to buy, sell, or share cannabis seeds, including with out-of-state parties. Retail seed sales are confined to Cannabis Compliance Board licensees, and NRS 678D.205/678D.210 bar home cultivation for adults living within 25 miles of an open retail store (otherwise 6 plants per person, 12 per household), a restriction unique among adult-use states that narrows what many Nevadans may lawfully do with viable seed. Hemp seed falls under NRS ch. 557, with growers, handlers, and agricultural hemp seed producers registering with the Nevada Department of Agriculture (NRS 557.110, 557.260).
