Anti-Narcotics Law No. 182 of 1960 (as amended by Law No. 122 of 1989) criminalizes the cultivation, possession, sale, import and export of cannabis, and buying, selling or posting viable cannabis seeds is prohibited. Cultivation with trafficking intent under Article 33 can attract life imprisonment or the death penalty plus heavy fines. Industrial low-THC hemp cultivation is reported to occur only under direct government permission, and no open commercial market in viable hemp seed exists, so agricultural seed access is best described as tightly restricted.
