MRTMA's definition of marihuana includes 'the seeds of a plant of the genus Cannabis' (MCL 333.27953), so commercial seed sales are reserved to CRA-licensed establishments, with the CRA's Immature Plant Sales bulletin governing retail propagative-material transactions. Under MCL 333.27955, adults 21+ may possess up to 2.5 oz including seeds, cultivate up to 12 plants at home, and transfer up to 2.5 oz — seeds included — to another adult without remuneration if not advertised or promoted. Hemp seed is notably restricted: under the Industrial Hemp Growers Act (PA 220 of 2020, MCL 286.841 et seq.), registered growers may not sell or transport viable hemp seed, and selling viable seed requires a processor-handler license plus Michigan Seed Law labeling.
