Law 1787 of 2016 and Decree 811 of 2021 license Colombia's cannabis industry, and a specific seed-for-planting licence from the Ministry of Justice, combined with ICA registration of varieties in the fuente semillera registry, is required to sell or distribute seeds commercially. Constitutional Court jurisprudence permits adults to cultivate up to 20 plants for personal use, so acquiring seeds for that purpose is tolerated. Hemp seed likewise moves through ICA-certified channels.
