Maryland Cannabis Administration submits proposed COMAR 14.17 amendments for formal comment
On October 24, 2026, the Maryland Cannabis Administration submitted a Notice of Proposed Action amending several chapters of COMAR 14.17 for legislative review. The proposal affects licensed cannabis businesses, cannabis agents and applicants, including dispensaries, micro dispensaries and social equity applicants. MCA expects the notice to print in the Maryland Register on November 30, 2026, which would open a 30-day public comment period. MCA says the proposal would clarify definitions such as caregiver and social equity applicant and add notice steps before it rescinds, revokes or denies a license.
