Jay Kotzker

Jay Kotzker is managing partner and director of legal services at Holon Law Partners in Denver, Colorado. Kotzker is admitted in Colorado and New York, holds a J.D. from St. Thomas University School of Law, and earned an LL.M. in intellectual property from The George Washington University Law School.

Before joining the firm, Kotzker served as general counsel to two multi-state cannabis operators. Current cannabis work covers licensing, compliance, operations and state and local regulatory matters. Kotzker's trademark, intellectual property licensing and corporate transaction work supports cannabis brands that operate in more than one state.

Colorado licenses medical and adult-use marijuana businesses through the Marijuana Enforcement Division of the Department of Revenue, and each town or county decides whether those businesses may open there. In New York, the Office of Cannabis Management oversees the medical, adult-use and cannabinoid hemp programs created under the Marijuana Regulation and Taxation Act of 2021.
