CBD occupies a restricted space in Albania. The National Agency of Medicines and Medical Devices (AKBPM), under Law No. 105/2014 on Medicinal Products, regulates cannabidiol when it appears in pharmaceutical preparations. Epidyolex and similar CBD medicines may be imported through the special access route with a specialist prescription.

Cosmetic and food-supplement CBD products fall under the National Food Authority (AKU) and follow EU-aligned rules being progressively transposed as part of Albania's accession process. As of 2026, no consumer CBD product has secured AKU food-supplement authorization, and shops marketing CBD oils generally operate without explicit regulatory clearance. Customs may admit small personal-use quantities of clearly hemp-derived CBD with COAs showing THC at or below 0.2 percent, but enforcement is inconsistent and travelers should expect questioning. Products exceeding 0.2 percent THC are treated as cannabis and fall under Article 283 of the Criminal Code.

The 2024 medical cannabis law (Law No. 56/2024) opens cultivation for export but does not establish a domestic CBD retail framework.
