Recreational marijuana is illegal in Armenia. The Criminal Code of the Republic of Armenia (Articles 268 and 269, recodified in the 2021 Criminal Code effective 1 July 2022) and the Law on Narcotic Drugs and Psychotropic Substances treat cannabis as a controlled narcotic, with the Ministry of Health setting threshold quantities by government decree.
Possession of less than the small-quantity threshold (currently 5 grams of dried plant material under Government Decree No. 1129-N) is an administrative offense punishable by a fine of AMD 50,000 to 100,000; larger quantities trigger criminal liability with sentences of 1 to 4 years, and trafficking up to 15 years under Article 269. Enforcement is led by the Armenian Police Anti-Drug Department and the National Security Service. Zvartnots International Airport in Yerevan conducts routine baggage screening on flights from Russia, Iran, and Georgia, the three principal trafficking corridors identified by the State Revenue Committee.
