Cannabis is illegal for recreational and medical use in Bosnia and Herzegovina. The Law on Prevention and Suppression of the Abuse of Narcotic Drugs (Zakon o sprjecavanju i suzbijanju zloupotrebe opojnih droga, Official Gazette of BiH 8/06 with later amendments) places cannabis on the controlled-substances list. Implementation differs across the two entities - the Federation of Bosnia and Herzegovina and Republika Srpska - with separate criminal codes layered atop the state-level statute.
Possession for personal use is a misdemeanor under state law, but each entity's criminal code can pursue felony charges for cultivation, sale, or possession beyond personal-use quantities. Penalties range from fines of 50 to 1,500 convertible marks (KM) for misdemeanor possession to 3 to 15 years' imprisonment for trafficking under Articles 195 and 238 of the respective Criminal Codes. The State Investigation and Protection Agency (SIPA) and entity police forces coordinate enforcement.
