Is CBD Legal in Bulgaria?

CBD occupies a constrained legal position in Bulgaria. The Bulgarian Drug Agency follows the EU Court of Justice's 2020 Kanavape ruling and the European Commission's 2020 reversal classifying hemp-derived CBD as not a narcotic. However, Bulgaria has not implemented a clear domestic novel-food authorization pathway, and the Bulgarian Food Safety Agency (Balgarska agentsiya po bezopasnost na hranite, BFSA) treats CBD-infused foods and supplements as novel foods requiring EU-level approval before sale.

Cosmetic CBD products labeled with non-detectable THC and registered through the Cosmetic Products Notification Portal (CPNP) circulate in Bulgarian retail. Oils and tinctures marketed as supplements occupy a grey zone - some sell openly while others have been pulled by inspectors. Pharmaceutical CBD such as Epidiolex is registered through the European Medicines Agency centralized procedure and dispensed by prescription. Full-spectrum products with measurable THC remain treated as controlled substances under ZKNVP.
