CBD has no separate legal pathway in El Salvador. The Ley Reguladora de las Actividades Relativas a las Drogas treats cannabis derivatives as controlled substances regardless of psychoactivity. The Direccion Nacional de Medicamentos has not registered any CBD pharmaceutical; importing a medicine without registration is itself an administrative offence under the Ley de Medicamentos (Decreto Legislativo No. 1008, 2012).
Travelers arriving from countries where CBD is sold over the counter, including the United States and Mexico, should not assume that low-THC CBD will pass customs. The Direccion General de Aduanas, working with the PNC, retains discretion to detain CBD oils, gummies, and cosmetics. Online imports are similarly subject to seizure. No licensed domestic CBD producer or distributor operates, and pharmacies do not stock approved cannabinoid products. CBD intended for cosmetics also requires registration with the DNM if marketed with health-related claims.
