The short answer
CBD sits in a restricted zone in Ghana. The Narcotics Control Commission Act 2020 and the Public Health Act 2012 (Act 851) give the Food and Drugs Authority (FDA) authority over cannabinoid-containing products, and no general consumer CBD market has been authorized. Pharmaceutical-grade CBD medicines, such as Epidyolex, may be imported under FDA special-access protocols for named patients with intractable epilepsy and similar conditions.
Wellness CBD oils, gummies, vapes, and cosmetics sold online to Ghanaian consumers do not meet FDA registration requirements and are subject to customs seizure. The FDA's 2023 advisory on cannabidiol products explicitly warned that unregistered CBD is not permitted for retail sale. Personal possession of CBD products containing detectable THC is treated under Act 1019, with the misdemeanor route available for small quantities and felony charges reserved for commercial volumes.
Licensed cultivators under Section 43 may extract CBD for export to regulated international markets, but domestic retail remains tightly controlled.
