Cannabis in Greece is legal for medical use and illegal for recreational use as of 2026. Medical cannabis was authorized in 2017 and the production-and-export framework was codified in Law 4523/2018, which permits licensed cultivation, processing, and export of finished medicinal cannabis products under joint oversight of the Ministry of Health, the Ministry of Rural Development and Food, and the National Organization for Medicines (EOF). Finished medicinal products are dispensed through pharmacies on prescription; no domestic recreational market exists.
Recreational possession remains prosecutable under Law 4139/2013 read with Penal Code Article 30. For a user caught with a quantity for personal use, the offense is a misdemeanor punishable by up to five months imprisonment, almost always converted to a suspended sentence or monetary penalty for a first offense. Cultivation of a few plants for personal use is treated as a misdemeanor; trafficking-tier quantities trigger felony charges with prison terms of 8 years and fines up to EUR 300,000. Enforcement in 2025-2026 remains active in Athens and Thessaloniki.
