Cannabis is illegal for recreational and medical purposes in Haiti. The Decret du 7 aout 2001 sanctioning trafficking and illicit use of drugs governs cannabis alongside the older Loi du 7 septembre 1961 sur le controle et la repression du trafic illicite de drogues. The Commission Nationale de Lutte contre la Drogue (CONALD), housed within the Ministere de la Justice et de la Securite Publique, coordinates national policy with the Brigade de Lutte contre le Trafic des Stupefiants (BLTS) of the Police Nationale d'Haiti.
Possession of cannabis carries 3 to 15 years' imprisonment depending on quantity and intent, with fines ranging from 500,000 to 5,000,000 gourdes. Trafficking attracts 15 years to life. Article 36 of the 2001 decree allows judges to substitute treatment for first-time minor-possession offenders, but no diversion infrastructure exists in practice. Cannabis use is common in Rastafarian communities, and enforcement varies sharply by region and political conditions.
