Hemp-derived cannabidiol products with THC at or below 0.05 percent under longstanding Dutch enforcement practice (well below the EU agricultural 0.3 percent hemp limit) are widely available as supplements, cosmetics, and food items.

The Netherlands Food and Consumer Product Safety Authority (NVWA) enforces labeling, marketing, and food-safety rules, and the Medicines Evaluation Board (CBG-MEB) registers pharmaceutical CBD such as Epidyolex. EU Regulation (EU) 2015/2283 (Novel Food) still complicates the supplement category, and finished CBD foods technically require Novel Food authorization, although enforcement focuses on egregious cases. Vape liquids and cosmetics follow the EU Tobacco Products Directive and Cosmetic Regulation. Any product exceeding the THC threshold falls under the Opium Act and out of the tolerance policy.

Online retail is widespread, and customs accepts EU-compliant cross-border shipments. Pharmacies dispense pharmaceutical CBD on prescription.
