CBD is illegal in Saudi Arabia. The Law of Combating Narcotics and Psychotropic Substances treats cannabis and its derivatives as banned without distinguishing THC from cannabidiol, so hemp-derived oils, isolates, and topicals all fall inside the prohibition.
The Saudi Food and Drug Authority (SFDA) has not authorized any CBD product as a medicine, supplement, or cosmetic. Pharmacies do not stock Epidyolex, and travelers carrying CBD oils, gummies, or vape cartridges face seizure at customs and prosecution under the same articles that govern THC-containing cannabis. Even products labeled THC-free are routinely treated as cannabis pending laboratory confirmation, with detention common while testing proceeds.
Online retail of CBD products into the Kingdom is blocked by customs, and no exemption applies to personal-use quantities or low-cannabinoid wellness products.
