Is Weed Legal in Somalia?

Recreational marijuana is illegal in Somalia. The Penal Code of Somalia (Legislative Decree No 5 of 16 December 1962, originating from the Italian-derived code) criminalises trafficking and possession of stupefacenti, and the Provisional Constitution of 2012 affirms Islamic sharia as the basis of legislation. The Somali Police Force and the Attorney General's Office prosecute drug offenses.

Penalties for possession and trafficking range from fines to imprisonment, and sharia-court prosecutions in some regions may impose additional sanctions. The Federal Government of Somalia exercises limited control outside Mogadishu, Garowe, and parts of Galmudug; the autonomous Federal Member States, Puntland, Jubaland, South West, Hirshabelle, Galmudug, and the self-declared independent Somaliland operate divergent enforcement. Al-Shabaab controls territory in southern and central Somalia and applies its own punitive interpretation.
