CBD is legal in Sweden with some of the EU's strictest requirements — zero detectable THC and novel food compliance. Sweden requires CBD products to contain zero detectable THC (not simply 0.2% or 0.3%), and ingestible CBD products require a valid EU Novel Food authorization. Sweden's Medical Products Agency has classified many CBD-dominant oral products as medicinal, meaning standard CBD oils may require pharmaceutical authorization.
CBD topicals and cosmetics are generally permitted with zero THC and no therapeutic claims. Hemp brands targeting Sweden must test at ISO-accredited labs to demonstrate non-detectable THC, comply with EU cosmetics regulations, and avoid any health or wellness advertising claims for CBD. Sweden is one of the most compliance-intensive EU markets for CBD.
