CBD products containing less than 0.2% THC by weight are legal in Thailand without a prescription and may be sold in pharmacies, wellness shops, convenience stores, and online. CBD extracts at or above the 0.2% THC threshold remain Category 5 narcotics and require full narcotics licensing.
Consumer CBD goods — tinctures, cosmetics, foods, and beverages — must be registered with the Thailand FDA before sale, must use CBD derived from licensed Thai cultivation or properly imported source material, and must carry compliant labeling. The 2025 recriminalization of recreational cannabis flower did not change the consumer-CBD regime; finished CBD products under 0.2% THC remain freely available to adults.

CBD isolate and finished CBD products with under 0.2% THC may be imported and exported with Thai FDA product registration and standard customs documentation. Bulk CBD extract or any extract testing at or above 0.2% THC is treated as a Category 5 narcotic and requires a license from the FDA and Office of the Narcotics Control Board under the Narcotics Code B.E. 2564 (2021).
