Is Weed Legal in United Arab Emirates?

Cannabis is illegal for recreational use in the United Arab Emirates and tightly restricted for medical use. Federal Decree-Law No. 30 of 2021 on Combating Narcotics and Psychotropic Substances replaced the long-standing Federal Law No. 14 of 1995 and substantially softened first-offense penalties while preserving the prohibition. The Ministry of Interior, the Anti-Narcotics General Directorate, and the Ministry of Health and Prevention (MOHAP) administer the regime alongside emirate-level health authorities such as DOH Abu Dhabi and DHA Dubai.

Under the 2021 reform, first-time personal-use possession no longer triggers automatic prison time; offenders are referred to treatment facilities, and authorities may decline prosecution. Imported substances detected on travelers are confiscated without charges if the person was unaware they entered with a prohibited substance. Repeat offenses and trafficking remain severe: trafficking carries life imprisonment or death under Article 48, with fines from 50,000 to 200,000 dirhams. Possession of even residual amounts has historically led to arrest at Dubai International Airport, though the 2021 reform has reduced these cases in practice.
