Under Decree-Law No. 15/93 of 22 January, cannabis falls within the controlled tables and INFARMED authorization is required for any cannabis-plant activity, so unlicensed purchase, sale or possession of viable seeds is unlawful despite Portugal's decriminalization of personal drug use under Law 30/2000. Industrial hemp seed may be used by farmers who notify the Ministry of Agriculture and sow certified EU-catalogue varieties, subject to outdoor-cultivation and minimum-area rules. Medical cannabis cultivation is separately licensed under Law 33/2018.
