FAQ
Cannabis is illegal in Russia for both recreational and medical use. Federal Law No. 3-FZ of 8 January 1998 On Narcotic Drugs and Psychotropic Substances places cannabis, cannabis resin, and tetrahydrocannabinol on Schedule I of the national list of controlled substances approved by Government Resolution No. 681 of 30 June 1998.
CBD is effectively illegal in Russia. The country's drug control framework regulates cannabinoids by source rather than by molecule: any substance extracted from Cannabis sativa L., including cannabidiol, is treated as a derivative of a Schedule I narcotic plant under Federal Law No. 3-FZ of 1998 and Government Resolution No. 681 of 1998.
Industrial hemp cultivation is legal in Russia under a tightly licensed regime, reflecting the country's Soviet-era history as one of the world's largest hemp producers.
Import and export of cannabis, cannabis resin, and THC for any purpose other than tightly controlled state-licensed scientific research is prohibited under Federal Law No. 3-FZ. Import of CBD products is not permitted.

Russian law (Federal Law No. 3-FZ of 1998 and Criminal Code Articles 228-231) bans cultivation of narcotic cannabis; Article 231 criminalizes growing from seed, and selling or advertising seeds for cultivation attracts administrative and criminal liability under drug-propaganda rules. Import of cannabis seeds is blocked at customs and mailed seeds are prosecuted. Industrial hemp is a separate lawful sector: since 2007 growers may plant only state-registered varieties with THC not exceeding 0.1%.
