CBD has no separate legal status in Algeria. Loi 04-18 of 2004 treats cannabis derivatives as controlled substances without distinguishing between psychoactive and non-psychoactive cannabinoids. The Agence Nationale des Produits Pharmaceutiques (ANPP) within the Ministere de la Sante has not registered any CBD pharmaceutical for sale, and no implementing regulation has carved out hemp-derived isolate or full-spectrum products.
Imports of CBD oils, gummies, and cosmetic products are blocked by Algerian Douanes and treated as controlled-substance smuggling under Loi 04-18. Personal-use shipments via courier or passenger luggage are routinely seized at Houari Boumediene Airport. Pharmacies do not stock Sativex, Epidiolex, or any cannabinoid medicine. The proximity to Morocco's evolving cannabis economy has not produced Algerian reform - Algeria's position on cannabis enforcement remains among the strictest in North Africa.
